"The Process" could refer to The Process Church of the Final Judgment, which was a brief controversial religious group that was established in 1966 and disappeared sometime in the mid-to-late 1970s. The Process was the title of the group's self-titled magazine.
Additionally, the title could also refer to Process theology, which is a philosophical-theological movement inspired by mathematician Alfred North Whitehead, which claims that God is constantly evolving and deeply connected with the universe, which contradicts traditional theism, which views God, as unchanging and all powerful.
Intentional or not, the female TTS voice that can be heard in the track largely resembles Automated Passenger Information System (PIS) TTS voices, which are used in train stations to automatically communicate and announce real-time travel information and safety alerts to passengers.

Sounds of rioting, unrest and police radio chatter can be heard in the beginning and underneath the text-to-speech voice.
At 0:12, the track contains a sample of the Russian shortwave radio station UVB-76, recorded on February 21st, 2006.[1] Known more widely as "The Buzzer", its broadcast consists of a repeating buzzing sound, which reserves the frequency. This buzzing is occasionally interrupted by short strings of numbers and text, like the one sampled on the track, which are presumed to be codes intended for military and/or intelligence purposes. This also appears to have been sampled on the VHS tapes mailed to fans prior to the release of Inferno.
During the piano section of the track, what seems to be birds chirping can be heard, accompanied by garbled voices of children, which are a reoccurring element in the duo's past work.
Trivia
The melody in the piano section of this track bears a resemblance to a reoccurring piano melody in the docuseries "Waco: Madman or Messiah", which is about the Waco Branch Davidian standoff and siege. Boards of Canada have referenced this incident many times.
The synth sound in the track starting at 2:21 is reminiscent of the sound that could be heard throughout "Corsair" from Boards of Canada's 2002 album Geogaddi.
